Program Officer, Climate Finance and Diplomacy [Climate Reality Project PH]
About the Organization
The Climate Reality Project Philippines is hosted by the Institute for Climate and Sustainable Cities (ICSC), a non-government group promoting climate-resilient and low-carbon development in the Philippines and internationally. It is recognized for its role in helping advance effective global climate action and the Paris Climate Agreement.
The Climate Reality Project is a Washington, DC -based non-profit organization founded and chaired by former US Vice President and Nobel Laureate Al Gore. The mission of The Climate Reality Project is to catalyze a global solution to the climate crisis by making urgent action a necessity across every sector of society. To this end, the organization recruits, trains, and mobilizes people from all walks of life to work for just climate solutions that catalyzes rapid transition to clean energy and low-carbon future and better tomorrow for us all.
Scope of Work
The Program Officer, Climate Finance and Diplomacy will have the following duties and responsibilities:
- Support the Branch Manager and the Program Lead, Climate Diplomacy in the preparation of work plans, activity budgets, and documentations;
- Organize conferences, engagements, and meetings with key stakeholders, with particular focus on international and national climate governance and climate finance, ensuring timely communication, coordination, information sharing, and activity implementation;
- Support in the identification of key partners, individuals and organizations; and subject matter experts for pre-identified conferences and meetings;
- Contribute to the stocktaking and development of climate-related policy reports, including but not limited to Nationally Determined Contribution (NDC), Voluntary Carbon Markets (VCMs), and Carbon Rights Bill;
- Prepare a comprehensive written documentation on the conduct of the program activities, engagements, and meetings;
- Support to prepare, maintain, and update a database of data, policy research outputs and analysis, event and program reports, other online materials; and event participants, resource persons, and partners;
- Prepare Service Agreements and other necessary administrative and financial forms with organizations, consultants, and vendors, including monitoring of service delivery and payment schedules;
- Engage in internal and external technical groups on Climate Finance and Diplomacy to expand the network and partnerships of the organization locally and internationally; and
- The scope of work outlined above are in no way to be construed as all encompassing. Other duties and responsibilities may be required and/or assigned as necessary based on organizational needs.
Qualifications and Experience
The Program Officer, Climate Finance and Diplomacy will have the following education, professional experience, skills and knowledge:
- Graduate of a relevant discipline (e.g., anthropology, environmental science, political science and governance, economics, or a related field);
- Minimum of two (2) years of professional experience in coordinating, executing, and analyzing projects, research, and/or policy initiatives;
- With working knowledge on issues and actions in the areas of climate change, climate diplomacy and finance, just transition in the Philippines and/or the Asian region;
- Work experience with multiple stakeholders from national and international organizations, governments, academe, private industries, civil society organizations, and grassroot communities; will be an advantage;
- Excellent written and verbal skills in English and Filipino;
- Good interpersonal skills with ability to work under pressure and to establish and maintain effective work relationships with people of different backgrounds;
- Ability to work effectively with people from diverse cultural and professional backgrounds; and

Senior Finance Officer (Grants and Reporting)
Jobs Summary
The Senior Finance Officer shall be responsible for fund monitoring, preparing financial reports for the ICSC existing projects and provide assistance during the project audit.
Responsibilities
- Monitor fund transfers and fund receivables from funders
- Creation of monitoring tool to ensure that funds are requested and transferred in a timely manner
- Monitoring of project fund (separate bank account), updating the Finance Manager and the Admin and Finance Director of the fund transfer status, and flagging concerns related to fund transfer for action.
- Securing and filing of fund transmittal report with foreign exchange rate from the bank.
- Monitor financial reporting timelines per funder/project
- Creation of monitoring tools to help ensure that financial reports are prepared prior to the reporting timeline/
- Prepare Financial Reports
- In coordination with the AFT Director, the Finance Manager and the Accounting Team:
- Extract project expenses from the accounting system – Oracle Netsuite and Brot für die Welt (Bread for the World) Meal Tool
- Preparing Financial Reports using funders’ format
- Secure the scanned documents at AFT Finance g-drive and the original receipts are properly filed in a separate folder.
- Help ensure that reports and expenses are aligned with the project guidelines and restrictions

Qualifications
- Bachelor’s Degree in Accounting, CPA is an advantage
- At least 5 years of experience in the field of accounting, experience in a non-profit set-up is preferred.
- Knowledge of general financial accounting/fund accounting
- Knowledge of generally accepted accounting principles Proficient in accounting software (desired)
- Attention to detail
- Proficient computer skills (excel, word, powerpoint)
- Excellent written, verbal and organizational skills (including time management, handling multiple tasks, team work)

Data Analyst
Position Summary
The Data Analyst will provide methodological, analytical, and technical support to ICSC’s Energy Policy Team (EPT). Reporting to the Chief Data Scientist, the Data Analyst will play a key role in advancing the Institute’s data-driven energy policy agenda by delivering high-quality research, analysis, and tools to support evidence-based policy development.
Responsibilities and Duties
- Conduct and support data-driven research and analysis on the energy sector to inform ICSC’s policy positions and advocacy efforts. This includes contributing to the design, development, and deployment of models, dashboards, and analytical tools.
- Contribute to the development of timely technical advisory reports, policy briefs, and visualizations for internal and external stakeholders.
- Identify, evaluate, and recommend data analysis tools, applications, and methodologies that can strengthen ICSC’s work.
- Support information campaigns and engagement strategies by providing data and evidence that advance ICSC’s advocacy, ensuring information is targeted and easily understood by its intended stakeholders.
- Collaborate effectively with EPT members, other ICSC teams, and external stakeholders to ensure alignment of data and advocacy initiatives with broader organizational goals.
- Perform other related duties as assigned by supervisors.
Qualifications
- Bachelor’s degree in Engineering, Data Science, Statistics, Economics, or any other relevant quantitative field. A master’s degree or further postgraduate training is an advantage.
- At least 2 years of relevant professional experience in data analysis, research, or related work, preferably in the energy sector, academe, think tank, or development field.
- Working knowledge or strong willingness and ability to learn and apply data analysis, modeling, or machine learning concepts as part of the role. Familiarity with power systems, energy systems, climate systems, energy economics, sustainability analytics, or experience applying analytical and modeling techniques in the energy or climate sector is a plus.
- Hands-on experience in Python for data cleaning, processing, analysis, visualization, and machine learning (e.g., pandas, NumPy, matplotlib, scikit-learn); experience with other programming languages is a plus. A GitHub portfolio or equivalent showcasing past work is highly desirable.
- Experience with data visualization tools such as Streamlit, Power BI, Tableau, or equivalent is desirable.
- Strong written and verbal communication skills, with the ability to present complex data and technical concepts clearly to both technical and non-technical audiences.
- Excellent interpersonal skills; self-motivated, eager to learn, and adaptable to a fast-paced, evolving environment.
- Demonstrated commitment to continuous learning and openness to new tools, technologies, and methods.

Fundraising Manager
Background
ICSC is growing in size and complexity, with over 70+ staff across multiple programs and regions. As more climate financing opportunities globally become viable for ICSC, ICSC needs the internal capacity to capture these resources efficiently.
The role of a Fundraising Manager in ICSC is to lead the development and coordination of a fundraising strategy across teams, support the diversification of income sources, and position ICSC to respond more quickly to emerging funding calls and regional (SEA) opportunities.
Objectives
The Fundraising Manager is responsible for leading the following efforts:
- Leading the development and implementation of a multi-year fundraising strategy tailored to the institutional and programmatic needs of ICSC’s teams.
- Coordinate fundraising and grant writing efforts across teams especially for large-scale funding sources.
- Ensure alignment between proposals, budgets, and institutional priorities in collaboration with other teams.
Duties and Responsibilities
The Fundraising Manager’s duties and responsibilities are as follows:
- Fundraising Strategy and Planning:
- Develop and implement a multi-year fundraising strategy targeting large-scale institutional donors, foundations, and other potential funding sources.
- Lead fundraising planning and strategy alignment efforts across teams especially for large-scale grants.
- Regularly assess the funding landscape in terms of trends and emerging opportunities relevant to ICSC’s mission.
- Lead the development of a robust funding pipeline for ICSC.
- Collaborate with ICSC’s Management Committee and Board of Directors to leverage their networks and expertise to identify and secure potential donor opportunities.
- Proposal Development and Grant Management:
- Develop tailored engagement plans, compelling support cases, and strong proposals to secure significant and sustainable funding aligned with ICSC’s institutional goals.
- Develop guidelines and best practices for grant writing and proposal development to be shared across teams.
- Coordinate with the Admin and Finance Team (AFT) for grant monitoring.
- Coordinate with the Monitoring, Evaluation, Impact, and Learning (MELI) team for data, impact metrics, and historical data for proposals.
- Donor Stewardship and Reporting:
- Cultivate and steward new and existing donor relationships aligned with ICSC’s mission through regular updates, compelling storytelling, and impactful reporting.
- Monitor fundraising metrics and provide monthly and quarterly reports to the leadership team.
- Document fundraising processes, funder guidelines, and funder preferences for institutional use.
Qualifications
The Fundraising Manager must meet the following specific requirements:
- Bachelor’s Degree in Development Studies, Communications, Business Administration, OR relevant experience in absence of educational attainment.
- At least five (5) years of experience in fundraising, grant writing, and/or donor relations, preferably in the development sector or in an NGO related to climate change and environment.
- Demonstrated success in securing institutional and multi-year funding.
- Exceptional written and verbal communication skills with ability to craft compelling proposals.
- Strong understanding of international grant compliance, donor reporting, and proposal writing.
- Excellent relationship-building skills and experience in networking with donors and partners.
- Strong planning, budgeting, and organizational skills.
- Willing and able to travel internationally for networking and donor events.
- Proficiency in MS Office, Google Workspace.
