Independent Evaluator / Evaluation Lead (Consultancy)

About the Organization

Brot für die Welt (Bread for the World) is the globally active aid agency of the Protestant regional and free churches in Germany. Its work focuses on food security, education, health, water access, democracy, human rights, peacebuilding, and environmental sustainability.

Brot für die Welt supports churches, civil society organizations, and development partners worldwide through financial assistance, technical expertise, personnel support, and capacity development initiatives.

About the Project

Building One ASEAN of Sustainability and Solidarity with a Partnership between Youth, CSOs and the Member States (A-SASSY) is a regional initiative implemented by Brot für die Welt in partnership with the Institute for Climate and Sustainable Cities (ICSC) and other implementing partners across Cambodia, Indonesia, the Philippines, and Vietnam.

The project aims to build proactive partnerships among youth, civil society organizations, and local authorities to address climate change impacts, environmental protection, and disaster risk reduction (DRR) in ASEAN. Through digital environmental education, youth-led initiatives, and regional advocacy, the project seeks to empower young people as agents of change and contribute to strengthening the EU-ASEAN partnership.

The Position

Brot fur die Welt seeks an independent evaluator or evaluation team to conduct the Mid-Term Evaluation of the A-SASSY Project. The evaluation will assess project performance, identify enabling and constraining factors affecting implementation, and provide actionable recommendations to improve project effectiveness and inform adaptive management.

The evaluation will be guided by OECD-DAC evaluation criteria, with particular emphasis on relevance, effectiveness, efficiency, early impact, and sustainability. The selected consultant may also be considered for a potential final evaluation of the project, subject to satisfactory performance and availability of funding.

  1. Duties and Responsibilities
    1. Evaluation Design and Planning
      1. Review project documentation, monitoring data, and relevant background materials.
      2. Develop an inception report outlining the evaluation methodology, work plan, and data collection approach.
      3. Design evaluation tools and processes appropriate for a multi-country and multi-stakeholder context.
    2. Data Collection and Analysis
      1. Collect qualitative and quantitative data through interviews, focus group discussions, surveys, and other appropriate methods.
      2. Engage key stakeholders, including youth participants, civil society organizations, implementing partners, and public authorities.
      3. Assess project performance against OECD-DAC evaluation criteria.
      4. Analyze project components, including digital learning platforms, youth engagement mechanisms, advocacy initiatives, and partnership-building efforts.
      5. Examine outreach, participation, engagement, and emerging evidence of impact and sustainability.
    3. Stakeholder Engagement and Validation
      1. Facilitate validation sessions with project stakeholders to discuss preliminary findings.
      2. Ensure meaningful participation of youth, including marginalized groups.
      3. Coordinate effectively with multiple implementing partners across ASEAN countries.
    4. Reporting and Recommendations
      1. Prepare a comprehensive evaluation report, including findings, conclusions, lessons learned, and recommendations.
      2. Develop a concise and user-friendly summary product, such as an infographic or brochure highlighting key findings.
      3. Present findings to project stakeholders and participate in evaluation meetings as requested.
    5. Other Duties
      1. Perform other related tasks necessary for the successful completion of the evaluation assignment.

Qualification

  • At least five (5) years of relevant academic qualifications and professional experience in youth engagement, climate change, environmental education, sustainable development, or related fields.
  • Demonstrated experience evaluating complex, multi-country and multi-partner development programs.
  • Proven experience facilitating consultations with diverse stakeholder groups, including youth networks, civil society organizations, and government institutions.
  • Strong knowledge and experience applying OECD-DAC evaluation criteria.
  • Experience conducting results-oriented evaluations for international development projects, preferably EU-funded programs.
  • Demonstrated expertise in participatory and inclusive evaluation methodologies, particularly involving youth and marginalized groups.
  • Knowledge of the social, political, and cultural contexts of Indonesia, Cambodia, and the Philippines, with field or evaluation experience in at least one of these countries.
  • Excellent analytical, writing, and reporting skills.
  • Excellent command of English, both written and spoken.
  • Knowledge of relevant ASEAN languages is an advantage.
  • Independence from the design and implementation of the A-SASSY project.

Contract Duration and Location

  • Expected Start Date: July 2026
  • Mid-Term Evaluation Period: July-August 2026
  • Assignment covers countries such as Cambodia, Indonesia, the Philippines, and Vietnam
  • Data collection may be conducted through a combination of field visits and remote methods, as agreed with Brot für die Welt and ICSC.

Director for Operations

Position Purpose

The Director for Operations shall provide strategic leadership and oversight across ICSC’s administrative, human resources (HR), finance and accounting, and communications functions. Together with the Executive Director, the Director for Operations shall ensure the effective implementation and continuous improvement of organizational systems, policies, and processes in support of strategic objectives.

The Director for Operations shall oversee the planning and execution of work across administration, HR, finance and accounting, and communications, ensuring efficiency, compliance, and alignment with programmatic needs. The Director for Operations shall also ensure that adequate systems are in place for resource management, financial accountability, personnel administration, and strategic communications, including effective internal coordination and external stakeholder management. The Director for Operations shall likewise liaise with program leads and senior management, as deemed necessary, to ensure that operational and communications support effectively enables program delivery and contributes to the achievement of organizational goals.

    1. Administration and Operations
      1. Provide strategic oversight of administrative and operational systems, including procurement, asset management, logistics, office operations, and safety and security across office and field activities.
      2. Lead the development and continuous improvement of operational policies, systems, and standard operating procedures to ensure efficiency and accountability.
    2. Human Resources
      1. Direct and strengthen HR systems, including recruitment, onboarding, performance management, capacity development, and employee relations.
      2. Ensure that HR policies and practices are compliant with labor laws and aligned with organizational values and standards.
    3. Finance and Accounting
      1. Oversee financial management, including budgeting, expenditure tracking, cash flow, and reporting while ensuring alignment with approved budgets and grant requirements.
      2. Ensure timely and accurate financial reporting, including analysis of budget performance, fund utilization, and projections to support decision-making.
      3. Oversee project and organizational accounts, payroll administration, and financial transactions while ensuring accuracy, internal controls, and timely processing.
      4. Ensure full compliance with tax regulations, donor requirements, and other applicable financial and legal frameworks.
    4. Communications
      1. Lead the development and implementation of communications strategies to support organizational visibility, stakeholder engagement, and program objectives.
    5. Cross-functional Leadership
      1. Coordinate with program leads and senior management to ensure that administrative, financial, HR, and communications support effectively enable program delivery.
      2. Represent the organization in external engagements, as required.
    6. Other Duties
      1. Perform other related duties as may be assigned by the Executive Director or immediate supervisor.

Qualification

  • Bachelor’s degree in business administration, finance, accounting, or related field required; master’s degree preferred.
  • At least 6–8 years of operations management experience supporting largescale international development programs.
  • Experience in financial management, budgeting, grants and contracts management, and accounting.
  • Knowledge of donor-funded project requirements and experience in managing donor-funded budgets.
  • Experience in project start-up, close-out, audit preparation, and compliance.
  • Knowledge of Philippine laws, regulations, and business practices.
  • Experience in subgrant management and capacity strengthening of partners is an advantage.
  • Strong leadership, communication, and stakeholder management skills, with the ability to work across technical and operations teams.
  • Strong analytical skills and proficiency in relevant applications (e.g., Microsoft Excel and financial systems).
  • High level of integrity, attention to detail, and ability to manage multiple priorities and deadlines.

Finance Officer (Grants Monitoring and Reporting)

Position Purpose

The Finance Officer shall be responsible for fund monitoring, preparing financial reports for the organization’s funders, and providing assistance during project audits. Reporting to the Finance Manager, the Finance Officer shall perform the following tasks:

  1. Responsibilities
    1. Monitor fund transfers and fund receivables from funders
      1. Creation of a monitoring tool to ensure that funds are requested and transferred in a timely manner
      2. Monitored fund transfers per the organization’s bank account, updated the finance manager and the admin and finance director on the fund transfer status, and flagged concerns related to fund transfers for action.
      3. Securing and filing fund transmittal reports with the foreign exchange rate from the bank.
    2. Monitor financial reporting timelines per funder/project
      1. Creation of a monitoring tool to help ensure that financial reports are prepared prior to the reporting timeline

    3. Prepare Financial Reports for various ICSC projects
      In coordination with the AFT Director, the Finance Manager, and the Accounting Team:

      1. Extract expenses per funder from the accounting system
      2. Prepare Financial Reports using the funders’ format
      3. Help ensure that reports and expenses are aligned with the project guidelines and restrictions
      4. Facilitate review, approval, and submission of financial reports to funders
    4. Provide support during the project audit process
      In coordination with the AFT Director and the Finance Manager:

      1. Prepare and submit audit requirements, including financial reports and supporting documents
      2. Provide support during the audit process.
    5. Safekeeping of Project Financial Reports and supporting documents
      1. In addition to a centralized finance and accounting file, organize and safely keep copies of financial reports and supporting documents, including contracts.

    6. From time to time, undertake other duties as reasonably required by the role

Qualification

  • Bachelor’s Degree in Accounting, CPA is an advantage
  • At least 2 years of experience in accounting, experience in a non-profit setup is preferred.
  • Knowledge of general financial accounting/fund accounting
  • Knowledge of generally accepted accounting principles
  • Proficient in accounting software (desired)
  • Attention to detail
  • Proficient computer skills (excel, word, PowerPoint)
  • Excellent written, verbal, and organizational skills (including time management, handling multiple tasks, and teamwork)

Data Analyst

Position Summary

The Data Analyst will provide methodological, analytical, and technical support to ICSC’s Energy Policy Team (EPT). Reporting to the Chief Data Scientist, the Data Analyst will play a key role in advancing the Institute’s data-driven energy policy agenda by delivering high-quality research, analysis, and tools to support evidence- based policy development.

Responsibilities and Duties

  • Conduct and support data-driven research and analysis on the energy sector to inform ICSC’s policy positions and advocacy efforts. This includes contributing to the design, development, and deployment of models, dashboards, and analytical tools.
  • Contribute to the development of timely technical advisory reports, policy briefs, and visualizations for internal and external stakeholders.
  • Identify, evaluate, and recommend data analysis tools, applications, and methodologies that can strengthen ICSC’s work.
  • Support information campaigns and engagement strategies by providing data and evidence that advance ICSC’s advocacy, ensuring information is targeted and easily understood by its intended stakeholders.
  • Collaborate effectively with EPT members, other ICSC teams, and external stakeholders to ensure alignment of data and advocacy initiatives with broader organizational goals.
  • Perform other related duties as assigned by supervisors.

Qualifications

  • Bachelor’s degree in Engineering, Data Science, Statistics, Economics, or any other relevant quantitative field. A master’s degree or further postgraduate training is an advantage.
  • At least 2 years of relevant professional experience in data analysis, research, or related work, preferably in the energy sector, academe, think tank, or development field.
  • Working knowledge or strong willingness and ability to learn and apply data analysis, modeling, or machine learning concepts as part of the role. Familiarity with power systems, energy systems, climate systems, energy economics, sustainability analytics, or experience applying analytical and modeling techniques in the energy or climate sector is a plus.
  • Hands-on experience in Python for data cleaning, processing, analysis, visualization, and machine learning (e.g., pandas, NumPy, matplotlib, scikit-learn); experience with other programming languages is a plus. A GitHub portfolio or equivalent showcasing past work is highly desirable.
  • Experience with data visualization tools such as Streamlit, Power BI, Tableau, or equivalent is desirable.
  • Strong written and verbal communication skills, with the ability to present complex data and technical concepts clearly to both technical and non-technical audiences.
  • Excellent interpersonal skills; self-motivated, eager to learn, and adaptable to a fast-paced, evolving environment.
  • Demonstrated commitment to continuous learning and openness to new tools, technologies, and methods.
