Event Organizer
Project Overview
The Philippine Energy Transition Dialogue 2025 (PH-ETD), which will be hosted by the Institute for Climate and Sustainable Cities (ICSC) as part of the Clean, Affordable, and Secure Energy (CASE) for Southeast Asia project, serves as a platform for energy and non-energy stakeholders to convene and exchange insights and best practices on how to take actions using data-driven energy solutions in the pursuit of an inclusive and sustainable Philippines.
These solutions can foster the advancement of greener and sustainable energy development, enhancing energy security, promoting good governance, and encouraging participation from the private sector, civil society organizations, academia, as well as research institutions. Ensuring access to energy that is affordable, reliable, and secure is of utmost importance for all Filipinos, so that no one is left behind.
The PH-ETD will be guided by the theme “Towards an Inclusive and Sustainable Energy Future: Navigating Policies and Shaping Developments in the Philippines.” It aims to bring together energy stakeholders and practitioners to collaboratively strategize and implement inclusive and sustainable energy solutions for the Philippines. The dialogue will focus on the important goal of achieving a transition to clean, affordable, reliable, and secure energy systems.
Approximately 150-200 participants are expected to attend the PH-ETD, who will come from national and local government agencies, energy experts and professionals, distribution utilities and electric cooperatives, RE developers, chambers of commerce and local businesses, financing institutions, multilateral banks and aid agencies, civil society organizations, academia and research institutions, as well as the media.
In line with this, ICSC will be hiring an Event Organizer who will help us in the implementation of PH-ETD, which is scheduled on July 2025.
Deliverables
The event organizer must be able to provide the following deliverables:
- A comprehensive implementation plan for PH-ETD;
- Event-specific coordination between organizers, vendors/suppliers, and participants, covering invitations, promotional initiatives, event preparations, event proper, and feedback;
- Event documentation in written, photo, and video format;
- Post-event assessment report, including database of participants, event and session summaries, and event evaluation; and
- Accounting/financial report documenting utilization of funds for the whole event.

Responsibilities
- Create a comprehensive Energy Demand-Side Model using the SEI-LEAP tool for the Philippines, with the following features:
- Align the Reference Scenario with the Philippine Energy Plan (PEP);
- Develop the following scenarios that reflects the quantitative impacts of potential demand-side policies and programs;
- Energy efficient scenario, applying energy efficiency policies across all sectors from the reference scenario;
- Energy efficient + electrification scenario, applying additional electrification of processes in the energy end-use sectors (particularly industry and transport sectors);
- Draw on global best practices, use cases, and references for potential demand-side policies and programs;
- Ensure that the Ambitious Scenario is developed in consultation with the ICSC Energy Policy team to align with LTES project objectives;
- LEAP demand-side outputs will serve as inputs to the team’s in-house developed supply-side optimization tool, based on PyPSA;
- Submit a consultant’s report documenting the model, presenting its results with a view to providing key inputs to the energy plan in general and the power development plan in particular.
- Reflect quantitative impacts of potential policies and programs for energy demand-side (e.g., energy efficiency, electrification of transport, industry, cooking);
- Work with the ICSC Energy Policy team in assessing the data requirements and other requests needed from the political partner in relation to the LEAP model; and
- Attend regular technical calls with the team for consultations and check-in during model development.

Urban Climate Finance Workshop Design Consultant
Overview
The Integrated Urban Climate Action for Low-Carbon and Resilient Cities (Urban-Act) Project aims to support the transformation of cities toward low-carbon and resilient urban development in the Philippines, China, India, Indonesia, and Thailand.
In the Philippines, the Institute for Climate and Sustainable Cities (ICSC) will undertake activities to support pilot cities of the Urban-Act Project namely, Antipolo (Rizal), Bacolod (Negros Occidental), and Tagbilaran (Bohol). Recognizing that access to climate finance remains a challenge at the local level, ICSC is focusing on strengthening local government capacities in project prioritization, climate finance resource mobilization, and technical project development to ensure that cities can align their development interventions for climate action with available climate finance opportunities.
In view of the above, ICSC seeks to engage a Consultant with expertise in climate action, project development, and resource mobilization to support its work packages. These include conducting multi-stakeholder consultations in Urban-Act pilot cities to prioritize interventions that can be developed into project concepts that promote climate-resilient urban action. These consultations will ensure that local governments identify bankable climate projects and explore financing options to advance their climate commitments.
Scope of Work
The Consultant shall perform the following tasks:
- Multi-stakeholder Consultations on Prioritization of Climate Action Projects
- Roll out a training needs assessment on climate finance project concept development among Urban Act partners;
- Support Urban-Act pilot cities in identifying climate projects based on local needs and climate risks.
- Facilitate the multi-stakeholder consultations (1 workshop per pilot city) to shortlist and prioritize climate actions as identified or aligned in the cities’ Local Climate Change Action Plans (LCCAP), Comprehensive Development Plans (CDP), and/or other relevant plans and policies of the city.
- Ensure that the prioritization process integrates climate risks and vulnerabilities, with considerations for Gender Equality, Disability, and Social Inclusion (GEDSI).
- Development of a Training Design on the Development of Resource Mobilization Framework and Project Concept Development
- Informed by the results of training needs assessment, develop a project concept development training design towards the development of resource mobilization framework for Urban-Act pilot cities and development of project concepts guided by ICSC’s Climate Change Adaptation Framework and Local Climate Finance Investment Plan – A guidebook for local government units and other relevant stakeholders.
- Identify potential climate finance sources (e.g., Green Climate Fund, Adaptation Fund, Asian Development Bank, Cities Development Initiative For Asia, etc.) to align projects with their funding criteria.
- Facilitate the training workshops involving Urban Act partners to explore and identify a common climate intervention that can be developed into a joint concept for submission to a medium-to-large finance facility, while city partners simultaneously develop project concepts for access to climate finance facilities.

Qualifications
The Consultant should possess the following qualifications:
- Advanced degree in Climate Science, Environmental Planning, Urban Development, Public Policy, or a related field.
- At least 5 years of experience in climate finance, climate risk assessment, project development, or urban resilience.
- Strong familiarity with Climate and Disaster Risk Assessment methodologies and applications in urban planning.
- Demonstrated experience in project concept note development for climate finance applications.
- Knowledge of national and international climate finance mechanisms (e.g., Green Climate Fund, Adaptation Fund, People’s Survival Fund, Asian Development Bank).
- Experience facilitating multi-stakeholder dialogues and consultations with national and local government agencies.

Interns on Low Carbon Mobility
Overview
The Institute for Climate and Sustainable Cities (ICSC) is seeking interns to support the Urban Development Team (UDT). The interns will support research development, data collection and analysis, and stakeholder engagement from the private and public sectors. The interns will also support the implementation of the activities and projects related to urban development.
Scope of work
The interns shall contribute to UDT’s agenda on inclusive low-carbon mobility by delivering agreed research, advocacy, and communication initiatives. Key responsibilities include:
- Perform desktop research on topics and studies on inclusive and sustainable low-carbon transport in Southeast Asian cities;
- Perform other relevant tasks as required by the Urban Development team.
- Assist in data organization and documentation of project activities; and
- Assist in data collection, validation, and stakeholder coordination;
- Assist in organizing, coordinating, and facilitating capacity-building activities for UDT’s projects, including workshops, training sessions, webinars, online events and face-to-face stakeholder meetings.

Qualifications

Policy Researcher
Overview
The “Sparking active mobility actions for climate-friendly cities” or SPARK Project aims to increase the role of active mobility in building resilient and safe transport systems, contribute to national emission reduction targets, and promote climate-friendly mobility behavior. Two cities n Metro Manila will demonstrate the potential of avoiding GHG emissions through improved government capacities and policy recommendations for active mobility through tactical urbanism and open data. This project is being implemented by ICLEI-Local Governments for Sustainability (ICLEI) and the Institute for Climate and Sustainable Cities (ICSC) with funding support from the German Federal Ministry for Economic Affairs and Climate Action (BMWK) through the International Climate Initiative (IKI) Program. One of ICSC’s key deliverables is to provide recommendations on potential sources of financing for tactical urbanism initiatives. This encompasses assessing existing policy frameworks and analyzing policy gaps and opportunities from national to local (city) levels.
Roles and Responsibilities
- Co-develop a research framework, methodology, and budget for the above research topics;
- Organize the required data collection activities including meetings, interviews, focus group discussions ensuring that schedules are closely coordinated with the members of ICSC’s Urban Development Team;
- Provide regular status of the progress of the research to the designated managing supervisor of the Urban Development Team;
- Draft two policy briefs, complete with citations, within the submitted project time frame,
- Submit at least three drafts of the policy report integrating comments and inputs of relevant stakeholders and peer reviewers within the submitted project time frame; and;
- Present the research findings and recommendations in the discussions organized by ICSC’s Urban Development Team.

Duration
The consultancy duration is scheduled to span within 4-5 months, commencing in May and concluding approximately September 2025. All research activities will be conducted within Metro Manila.
Qualifications
Interested individual or research teams may apply on any of the research topics, and should have the following qualifications:
- Established experience (at least five years) of combined research and/or policy work in different areas of research, policy analysis, and program implementation related to climate policy, active mobility, urban development, or sustainable transport in the Philippine context.

E-Leaning Web and Mobile App Developer
Overview
Brot für die Welt (BfdW) and the Institute for Climate and Sustainable Cities (ICSC), with regional partners from the Philippines, Cambodia, Indonesia, and Vietnam, are currently leading the implementation of Building One ASEAN of Sustainability and Solidarity with a Partnership between Youth, CSOs and the Member States (A-SASSY), a project that aims to build partnerships with youth, civil society, and local leaders in advancing climate action, environmental protection, and disaster risk reduction (DRR) initiatives in the ASEAN region.
One of the main objectives of A-SASSY is to facilitate environmental education programs for the youth in the region through an e-learning platform, in web and mobile application forms. In line with this, ICSC is looking for a developer who will lead the establishment and maintenance of the web and mobile e-learning platforms under the A-SASSY project.
Inclusion
The developer should provide a detailed financial proposal, all-inclusive of the production price for the required deliverables, incidental expenses, and other factors related to the project. The developer must provide the gross and net costs in the financial proposal.

Campaign and Advocacy Officer
Background
The Institute for Climate and Sustainable Cities (ICSC) is seeking applicants for the position of Campaign and Advocacy Officer. This position is under contract of one (1) year, with possibility of extension. The Campaign and Advocacy will be based at ICSC’s main office in Quezon City. Majority of ICSC staff work remotely, with occasional in-person engagements in the main office as needed.
The Campaign and Advocacy Officer takes the lead in the planning, development, and implementation of the Energy Policy Team’s policy and campaign strategy supporting ICSC’s energy agenda.
Responsibilities
The Campaign and Advocacy Officer shall:
- Under the guidance of the head of the EPT, develop, coordinate, and deliver strategies and campaigns to help drive the energy transition agenda of ICSC
- Liaise with various partners, including, but not limited to, NGOs, academe, LGUs, government agencies, private sector, and other non-energy stakeholders to drive ICSC’s energy transition agenda

Introduction

ICSC is inviting interested external, independent, and qualified individual auditors/ audit firms to audit the Institute’s financial statement.
Objective, Scope of Audit and Reporting
The auditor is expected to conduct the statutory financial statement of ICSC for the period January 01, 2024 to December 31, 2024, and to express audit opinion in line with the Philippine Standards on Audit, which includes examining, using test samples, evidence supporting amounts and disclosures in the financial statements, assessing accounting principles used, significant estimates made by management, and evaluating the overall financial statements presentation.
The auditor’s report shall use a format according to the Philippine standards. Auditor’s opinion shall be clearly stated. The report shall also include a Management Letter disclosing audit findings, areas for improvement identified during the audit process, and recommendations to strengthen the financial management system.

Monitoring, Evaluation, Learning and Impact (MELI) Manager
Key Responsibilities
Monitoring
- Develop and maintain a monitoring system that ensures timely data collection, analysis, and use to inform decision-making.
- Monitor project activities regularly to ensure alignment with objectives and targets.
- Ensure all monitoring activities are gender-sensitive and inclusive.
Evaluation:
