Finance Officer – Tacloban Based
Position Summary
The Institute for Climate and Sustainable Cities (ICSC) is seeking applicants for the position of Finance Officer. The Finance Officer shall be based in ICSC’s office in Tacloban City.
The Finance Officer shall process, monitor, and maintain all financial transactions and records at the RCP level in accordance with ICSC financial policies, procedures, and reporting standards. The role shall provide financial and administrative support to RCP programs and operations, including fund monitoring, documentation, payment processing, and financial reporting. The Finance Officer shall be based in ICSC’s field office in Tacloban City.

RCP works closely with women’s groups, local government units, volunteers, renewable energy providers, state colleges, and researchers
Duties and Responsibilities
The duties and responsibilities of the Finance Officer are as follows:
- Facilitate and process cash advances, liquidations, payments, invoices, and reimbursements relative to the implementation of RCP’s programs, projects, and activities in accordance with ICSC financial policies and procedures.
- Facilitate the request, replenishment, disbursement, reporting and submission of operational funds necessary for the effective operations and maintenance of the ICSC Tacloban Office.
- Facilitate and process payments for permits, insurance, rent, utilities, office supplies, contractors and maintenance service fees, and allowances for interns and volunteers.
- Provide support in monitoring office operational and maintenance expenses close coordination with ICSC AFT and Director for Community Resilience.
- Maintain organized and updated financial records and ensure the safekeeping of receipts, invoices, purchase orders, liquidation reports, and other supporting financial documents.
Qualification
- At least two (2) years of relevant experience in day-to-day financial operations, bookkeeping, or financial administration.
- Demonstrated experience in processing and facilitating invoices, cash advances, liquidations, reimbursements, payments, and other financial transactions.
- Demonstrated skills in detailed bookkeeping, financial records management, and/or maintaining accurate and an up-to-date record of all financial transactions.
- Adequate knowledge on financial systems, procedures, and basic financial management practices.
- Proficiency in MS Office applications and Google Workspace tools.
- Strong organizational skills, attention to detail, and ability to manage multiple financial tasks effectively.

Community Resilience Officer
Position Summary
The Institute for Climate and Sustainable Cities (ICSC) is seeking applicants for the position of Community Resilience Officer. The Community Resilience Officer shall be based in ICSC’s office in Tacloban City.
The Community Outreach Officer shall be responsible for coordinating field activities in assigned project sites in Eastern Visayas, particularly on RCP Community Renewable Energy (CORE) projects, coordinating with and guiding ICSC’s local government partners in the local energy planning to craft local RE Roadmaps and ordinances, and building and strengthening CORE and Renewable Energy Communities (RECs). He would assist in the overall implementation of the campaign to accelerate the region’s transition to renewable energy. He/she would be based in ICSC’s field office in Tacloban City.

- Work closely with local government units, government agencies, electric cooperatives, civil society organizations, and communities in their assigned site/s to promote just energy transition, particularly on RCP Community Renewable Energy (CORE) projects, coordinating with and guiding ICSC’s local government partners in the local energy planning to craft local RE Roadmaps and ordinances, and building and strengthening CORE and Renewable Energy Communities (RECs).
- Provide support to the Senior Coordinator in coordinating activities in the assigned site/s.
- Provide support to the Senior Coordinator in developing, executing, and coordinating community outreach plans to ensure energy solutions are inclusive, locally appropriate, and sustainable.
- Provide support in arranging meetings, roundtable discussions, dialogues, consultations, and workshops with other stakeholders.
- Provide secretariat support in all campaign activities (e.g. Campaign with LGUs and other stakeholders to adopt RE roadmap and local RE ordinances/implementation of campaign plans)
- Assist in the preparation of the minutes of meetings arranged by RCP.
- Perform administrative and logistical tasks support for all events and activities of RCP.
- Assist the Program and Policy Manager and Community Resilience Senior Coordinator in the screening, shortlisting, supervision and evaluation of student interns involved in RCP’s program and policy work.
Qualification
- At least two (2) years of experience in community work, project coordination and preferably in renewable energy projects.
- Proven experience in field coordination work, preferably in coordinating with local stakeholders in Eastern Visayas.
- Experience in performing secretariat, administrative, and logistical tasks.
- Preferably with a background in disaster risk reduction and management.
- Proficiency in MS Office and Google Workspace.

External Auditor for Multi-Actor Partnership (MAPII) Project
Position Summary
The Institute for Climate and Sustainable Cities (ICSC) is looking for an external independent auditor to conduct a project audit on the Multi-Actor Partnership (MAPII) project. Funded by the CARE DEATSCHLAND e.V, the project is the subject of audit as it nears it completion and as required by the Federal Ministry for Economic Cooperation and Development of Germany (BMZ) audit regulations.
As indicated in the guidelines provided by the BMZ audit regulations, the work of the external auditor shall cover the following:
Scope of External Audit
- The external audit process should include the following auditing and control measures.
- Verifying accounting records for correctness and completeness.
- Verifying the financial report in which all project-related revenues and expenditure must be shown and for which it must be confirmed that receipts are provided for all revenues and expenditure.
- Verifying how the provided project funds have been managed. This includes:
- Project funds transferred to the project partner in the current budget year or during the project term
- Interest earned in the current budget year or during the project term from project funds transferred to the project partner
- Other revenues from the project activity.
- Verifying to what extent the funds have been used appropriately for the purpose of carrying out the planned project objectives and activities.
- Verifying the cost-effectiveness of expenditure with regard to financial resources (to be used economically and as effectively as possible).
- Verifying the personnel costs and mandatory contributions to ensure that they are in line with local standards, legal in the respective project country and, above all, that they comply with contracts and that the contributions required by law are being withheld.
- Verifying that the cost plan is being adhered to by means of a comparison of objectives and effects (based on the most recent valid budget).
- Verifying the economic use of project equipment.
- Verifying the procured inventory, where it is being held and whether it has been/is being used appropriately for the purpose of carrying out the planned project objectives and activities.
- Verifying and confirming that project-relevant documentation is complete and correct.
- Verifying that all agreements fundamental to the project are being adhered to (contracts, German private executing agency guidelines, BMZ funding requirements, BNBest-P/private executing agencies and BMZ contract award guidelines).
Selection Requirement
- Audit experience with NGOs;
- Working independently from Project Executing Agency;
- Working according to internationally-recognized standards; with legal requirements of registration

Frontend Developer

Position Summary
The Frontend Developer will design and build clean, responsive, and reliable web applications that support ICSC’s digital platforms and data-driven initiatives. The role centers on UI/UX-translating technical requirements into clear, intuitive interfaces while maintaining strong usability, performance, and visual consistency.
Working closely with data scientists and analysts, the position involves interpreting models, datasets, and technical outputs, and converting them into accessible and practical user experiences. It is suited for candidates with experience in data-driven applications or dashboards who can turn complex information into straightforward, well-structured interfaces.
Responsibilities and Duties
- Design and develop production-ready frontend features using React and TypeScript, with a focus on usability, clarity, and performance.
- Translate technical requirements, data structures, and analytical outputs into intuitive, responsive, and consistent user interfaces.
- Work within an existing codebase and design system, making targeted improvements without unnecessary rewrites while maintaining clean and maintainable code.
- Integrate frontend components with backend APIs to enable stable and reliable data-driven functionality.

About the Project
Building One ASEAN of Sustainability and Solidarity with a Partnership between Youth, CSOs and the Member States (A-SASSY) is a regional initiative implemented by Brot für die Welt in partnership with the Institute for Climate and Sustainable Cities (ICSC) and other implementing partners across Cambodia, Indonesia, the Philippines, and Vietnam.
The project aims to build proactive partnerships among youth, civil society organizations, and local authorities to address climate change impacts, environmental protection, and disaster risk reduction (DRR) in ASEAN. Through digital environmental education, youth-led initiatives, and regional advocacy, the project seeks to empower young people as agents of change and contribute to strengthening the EU-ASEAN partnership.
The Position
Brot fur die Welt seeks an independent evaluator or evaluation team to conduct the Mid-Term Evaluation of the A-SASSY Project. The evaluation will assess project performance, identify enabling and constraining factors affecting implementation, and provide actionable recommendations to improve project effectiveness and inform adaptive management.
The evaluation will be guided by OECD-DAC evaluation criteria, with particular emphasis on relevance, effectiveness, efficiency, early impact, and sustainability. The selected consultant may also be considered for a potential final evaluation of the project, subject to satisfactory performance and availability of funding.
- Duties and Responsibilities
- Evaluation Design and Planning
- Review project documentation, monitoring data, and relevant background materials.
- Develop an inception report outlining the evaluation methodology, work plan, and data collection approach.
- Design evaluation tools and processes appropriate for a multi-country and multi-stakeholder context.
- Data Collection and Analysis
- Collect qualitative and quantitative data through interviews, focus group discussions, surveys, and other appropriate methods.
- Engage key stakeholders, including youth participants, civil society organizations, implementing partners, and public authorities.
- Assess project performance against OECD-DAC evaluation criteria.
- Analyze project components, including digital learning platforms, youth engagement mechanisms, advocacy initiatives, and partnership-building efforts.
- Examine outreach, participation, engagement, and emerging evidence of impact and sustainability.
- Stakeholder Engagement and Validation
- Facilitate validation sessions with project stakeholders to discuss preliminary findings.
- Ensure meaningful participation of youth, including marginalized groups.
- Coordinate effectively with multiple implementing partners across ASEAN countries.
- Reporting and Recommendations
- Prepare a comprehensive evaluation report, including findings, conclusions, lessons learned, and recommendations.
- Develop a concise and user-friendly summary product, such as an infographic or brochure highlighting key findings.
- Present findings to project stakeholders and participate in evaluation meetings as requested.

Qualification
- At least five (5) years of relevant academic qualifications and professional experience in youth engagement, climate change, environmental education, sustainable development, or related fields.
- Demonstrated experience evaluating complex, multi-country and multi-partner development programs.
- Proven experience facilitating consultations with diverse stakeholder groups, including youth networks, civil society organizations, and government institutions.
- Strong knowledge and experience applying OECD-DAC evaluation criteria.
- Experience conducting results-oriented evaluations for international development projects, preferably EU-funded programs.
- Demonstrated expertise in participatory and inclusive evaluation methodologies, particularly involving youth and marginalized groups.
- Knowledge of the social, political, and cultural contexts of Indonesia, Cambodia, and the Philippines, with field or evaluation experience in at least one of these countries.
- Excellent analytical, writing, and reporting skills.
- Excellent command of English, both written and spoken.
- Knowledge of relevant ASEAN languages is an advantage.
- Independence from the design and implementation of the A-SASSY project.
