The Institute for Climate and Sustainable Cities (ICSC), together with the De La Salle University Jesse M. Robredo Institute for Governance (DLSU-JRIG) held an inception workshop on June 30, 2025 at the De La Salle University Manila, Philippines, to redesign the Climate Finance Accountability Initiative (CFAI) local tracking toolkit.
CFAI, which originated from the 2015 Adaptation Finance Accountability Initiative (AFAI), provides an independent review of climate finance flows for adaptation and mitigation initiatives for developing countries. It also highlights an overview of climate-related finance data from 2010 to 2022.
Through this workshop, ICSC and DLSU-JRIG established the foundation for adapting the CFAI local tracking toolkit to the Philippine context, which aims to equip local governments, civil society, and academic institutions to ensure that climate finance is effectively utilized. Data on Climate Change Expenditure Tagging (CCET) and locally validated information on climate-related spending will also be integrated into the toolkit.
Present in the workshop are ICSC’s Climate Policy Team with its Director, Danica Marie Supnet, Urban Transition Analyst Jonas Brian Almendrala, the DLSU-JRIG team headed by Dr. Francisco Magno, and DLSU-JRIG fellow Dr. Alellie Sobreviñas.
The partnership between ICSC and DLSU-JRIG was made official through a Memorandum of Understanding signing on May 27, which also aligns with the ongoing commitments of ICSC and DLSU-JRIG under the Philippine Open Government Partnership (PH-OGP), where both institutions currently serve as representatives.
