Climate Finance Accountability Initiative (CFAI): A Snapshot of Climate-related Finance Flows to Southeast Asian Countries and the Philippines

Climate finance is a part of the international public finance portfolio of developed countries. It should be new and additional to the official development assistance (ODA) provided and committed to developing countries (Colenbrander et al., 2022). In 2024, the Parties to the 29th Conference of Parties (COP) are expected to agree on a new collective quantified goal on climate finance and ensure its links to implementing nationally determined contributions and national adaptation plans. The first Global Stocktake outcomes (2023) clearly called for the urgent scaling-up of finance—for more public, concessional resources from developed countries. In response, the tracking of climate finance flows not only shows the share of commitments of donor entities and disbursed amounts but also facilitates the assessment of climate finance’s impact on the overall development of the countries while increasing the resilience of vulnerable populations.

This study shows a snapshot of the adaptation and mitigation-tagged commitments and disbursement in Southeast Asian countries and an in-depth tracking of the sectoral distribution in the Philippines.
