Climate finance is essential at national and local levels, particularly in vulnerable countries like the Philippines, where urban areas face challenges in accessing and managing climate finance due to limited institutional capacity and regulatory issues. The Urban-Act Project, led by the Institute for Climate and Sustainable Cities (ICSC) in partnership with the German Development Cooperation, Clean Air Asia, and the Department of the Interior and Local Government, aims to improve urban climate finance conditions in cities across Asia, including the Philippines. It uses the UNESCAP Subnational Assessment Tool to assess and enhance the enabling framework for climate finance, identify gaps, and provide recommendations. In Tagbilaran City, the tool was applied to assess the city’s ability to mobilize climate finance for local actions.
