
Delegates from 197 nations, UN and other intergovernmental bodies, NGOs, and media will gather at the 2022 Conference of Parties of the the United Nations Framework Convention on Climate Change (UNFCCC), or COP27, from November 6 to 18, 2022 in Sharm El Sheikh, Egypt to undertake bold and rapid collective action to address the worsening impacts of climate change, combined with the global crises of COVID-19, debt, inflation, food, and energy.

Operationalizing a Scalable and Sustainable Energy Transition Mechanism (ETM) for Asia and the Pacific

Hosted by the Asian Development Bank (ADB)

The Government of the Republic of Indonesia, the Government of the Republic of the Philippines, and the Asian Development Bank (ADB) announced a partnership in November 2021 at the 26th UN climate change conference (COP26) to design and launch the Energy Transition Mechanism (ETM) to accelerate the transition from coal to clean energy in Southeast Asia, in a just and affordable manner. The partnership was strongly supported by senior officials from Japan, Denmark, the United Kingdom, and the United States, as well as leading global financial institutions and philanthropies.
In partnership with Indonesia and the Philippines, ADB has made significant progress from a conceptual framework towards an operational program in i) identifying through a feasibility study, a pool of candidate coal-fired power plants (CFPPs) for early retirement/repurposing; ii) initiating the establishment of an ETM fund or vehicle through the issuance of a request for concepts from the private sector; iii) establishing and operationalizing the ETM Partnership Trust Fund to be administered by ADB; iv) catalyzing active participation from G7 countries (Just Energy Transition Partnership or JETP); v) initiating Strategic Environment and Social Assessment (SESA) and Just Transition assessments to identify impacts of the energy transition as it unfolds and related mitigation measures; and vi) collaborating with additional developing member countries in Asia, including Kazakhstan and Pakistan, which are embarking on their own energy transition strategies and exploring early retirement of CFPPs within such strategies.
This event aims to:
- Update the global community on the progress of the ETM initiative overall and in the pilot countries;
- Showcase messages of support to the ETM from development partners;
- Provide a platform for collegial discussion on the technical, financial, social and environmental aspects of energy transition envisioned under the ETM; and
- Highlight upcoming ETM activities in Southeast Asia, South Asia and Central and West Asia.
