This report presents the findings from our scoping study and pilot application of the Cities Climate Finance Leadership Alliance/ Integrated Urban Climate Action for Low-Carbon and Resilient Cities (Urban-Act) Subnational Assessment Tool in Bacolod City. It evaluates the enabling framework conditions (EFCs) necessary to advance the city’s climate finance initiatives. These EFCs are a key element of Urban-Act’s efforts to strengthen these conditions and enhance the city’s ability to proactively address climate change challenges rather than merely reacting to them.
