Position Paper on the Department of Energy’s Updated Policy on the Coal Moratorium and Advancing Renewable Energy Development

The Institute for Climate and Sustainable Cities (ICSC) formally submits this position paper to express its concern over the Department of Energy’s (DOE) updated policy on the coal moratorium, as the proposed expansion of exemptions are not aligned with the Philippines’ energy transition and climate objectives.

ICSC respectfully encourages the DOE to consider approaches that prioritize renewable energy development and a more flexible, distributed power system, which can enhance energy security, improve system reliability, manage costs, and support sustainable economic growth to course-correct the current direction being taken by the Department through this policy update.

The urgency of this approach is underscored by Typhoon Uwan (international name: Fung-wong), which left 155 cities and municipalities without electricity. As the Philippine energy landscape continues to evolve, there is a significant opportunity to strengthen energy security and climate resilience by expanding the role of renewable energy and ensuring that future power development is closely aligned with actual demand patterns and system needs. Decentralized renewable energy positively contributes to resilience on the ground, which can be attested by exemplar local governments and communities.
