Report: Socioeconomic, Mobility, and Low-Carbon Insights from a Pilot on Maginhawa Street, Quezon City

The SPARK project, implemented in partnership with the local governments of Quezon City and Pasig City, promotes inclusive, climate-responsive urban mobility through tactical urbanism. This approach uses rapid, low-cost, and flexible interventions, co-developed with communities, to inform longer-term infrastructure and policy shifts.

Piloted along Maginhawa Street in Quezon City and A. Mabini Street in Pasig City, SPARK tests practical solutions that make streets more pedestrian-friendly, accessible, and inclusive. This case study highlights Maginhawa Street, demonstrating how tactical urbanism can influence local mobility behavior, avoid greenhouse gas (GHG) emissions, and support community-centered urban improvements.

The project emphasized participatory, community-driven design, incorporating visioning workshops, public consultations, and collaborative discussions with residents, business owners, and street users. Interventions were shaped by local priorities while remaining adaptable to the urban context.
